MTS Communications Contracts
IMOD
IMOD is a 10-year, performance-based, Indefinite-Delivery, Indefinite-Quantity (ID/IQ) contract managed by the Army
Project Manager, Defense Communications and Army Switched Systems. Its directive is to update the fiber-optic cable and
wireless communications lines at major Army bases and installations worldwide. The IMOD program integrates voice, data,
cable plant and/or transmission products and services into a single, integrated communications system.

ITEC-4 / Netcom
ITEC4-W is a Mission and Installation Contracting Command (MICC) contracting center. ITEC-4W and its headquarters (ITEC-4) are the two MICC centers for enterprise-wide buying of common use information technology and commercial equipment for the Army. ITEC-4W serves as business advisor for the Network Enterprise Technology Command (NETCOM) commander and is the primary supporting contracting office for NETCOM mission contracting.
MTS holds prime contracts through the ITEC-4W Administrating Telephone Services (ATS) contracting program at many Army sites throughout the United States (CONUS). In support of these sites,
we provide sustaining support services including, but not limited to, preventive and remedial maintenance on Nortel Switching Systems, ESP/ETAS services, Remote Monitoring (RMON), Return/Repair &
Replacement services (R&R) and program engineering support. Contracts we currently hold under the ITEC-4W ATS program are Fort Jackson, SC, Fort Sam Houston/BAMC, TX , Anniston Army Depot,
AL, Redstone Arsenal, AL, and Fort McCoy, WI.

LTLCS
The Long Term Life Cycle Support (LTLCS) Program provides users with access to a single vendor for all of their Nortel support needs for repair and return of products, upgrades, expansions, and application support. Through LTLCS, MTS provides Nortel voice platforms including SL-100, Meridian 1, VoIP, and other supporting voice infrastructure products. The program allows a-la-carte types of services and products or full Extended Service Plans (ESP) for those customers who desire to have their voice systems protected by using a traditional maintenance contract. Remote technical support, repair and return, TAC and ETAS support, are all available under the LTLCS Program. This program is open for use by any DoD Agency.
As a subcontractor under the LTLCS, I, II, III contracts and now as a wholly owned subsidiary under Black Box on LTLCS IV, MTS has performed a variety of relocations and upgrades
for Nortel systems ranging from simple software upgrades to major “forklift” switch upgrades. MTS has handled both EFITC requests and project implementation services for this contract.

NATO (Basic Ordering Agreement) BOA
MTS was awarded a Prime Seat on this NATO contract, which encompasses engineering, environmental, and management advisory services. As a Prime Contractor, MTS can do business with any NATO member government agency or contractor. This procurement vehicle provides an accelerated and cost-effective acquisition method to provide goods and services because of approved vendor capabilities and negotiated rates.

SeaPort-e
SeaPort Multiple Award Contracts (MACs) are designed to include all aspects of Professional Support Services and Engineering, Technical, & Programmatic Support Services as required by the Virtual Systems Command and its related Program Executive Offices (PEOs). The objective of the MACs is to provide Government managers with timely high quality services for a reasonable price maximizing innovation and cost reduction initiatives.
SeaPort Enhanced (SeaPort-e) has made electronic procurement of Engineering, Financial, and Program Management support services a reality. SeaPort-e provides a faster, better, & more cost-effective means of contracting for professional support services. MTS holds a prime contract for SeaPort Enhanced (SeaPort-e), and it has been approved to service all contract scope areas and zones (listed below).

SWA BPA
The Southwest Asia Blanket Purchase Agreement (SWA BPA) provides the US Army with communication technologies throughout Southwest Asia (SWA) for a variety of specific operations. The contract supports network service centers and defense communications systems in SWA. Under this contract, MTS implements and sustains telecommunications solutions for the US Army and provides logistics support and program management throughout SWA.
The MTS Team has been performing telecommunications projects throughout SWA for over 15 years and has developed an unrivaled approach to delivering successful telecommunications in
this region.

C4ISR - Teaming Partner
This is an indefinite-delivery/indefinite-quantity multiple award type contract with hybrid pricing arrangements (i.e., Cost-Plus-Fixed-Fee, Cost-Plus-Incentive-Fee, Firm-Fixed-Price).
Under this contract, prime contractors provide services to support Engineering, Technical, Logistical, Management, Information Technology, Sustainment, and Administrative requirements on
C4ISR systems/ equipment.

The Air Force Network-Centric Solutions (NETCENTS) is a five-year, $9 billion program, that provides engineering, software development, system integration,
security, and telephone services, plus voice, video and data hardware, and software products. NETCENTS is the major Air Force contract vehicle;
all new work for the USAF falling within scope must be executed through NETCENTS unless a waiver is granted.

SPAWAR Telephony and Telecommunications Services —Teaming Partner
As a partner to CENTECH Group on the SPAWAR Telephony and Telecommunications Services contract, MTS provides EFITC services and support to SPAWAR customers. Supported systems include: CS2100/SL-100 and CS1000/Meridian-1 voice systems, as well as CallPilot voicemail, OM3500 optical systems, Avaya data networking systems, peripherals, user and end user equipment, and all associated firmware and software. The SPAWAR Telephony and Telecommunications Services Contract also fully supports OSP, ISP, E911, and ancillary systems. CONUS locations under our SPAWAR contract include Alaska and Hawaii; OCONUS locations include Asia, South America, Africa and Southwest Asia (SWA) as well as numerous Hostile Zones such as Afghanistan and Iraq.
Services offered under the SPAWAR contract include, but are not limited to: project management and implementation for new systems, depot R/R, emergency and routine replacements, Emergency Remote Diagnostics, remote programming, remote training, remote monitoring, O&M Support, and Warranty and ESP services. back to top
TACSWACAA - Teaming Partner
The Total Army Communications, Southwest Asia, Central Asia and Africa (TACSWACAA) contract provides operation and maintenance (O&M) support of communications and information systems.
Under this contract, MTS currently provides Operations and Maintenance support for SL-100 systems in Camp Arifjan, Kuwait; Camp Buehring, Kuwait, Camp Victory, Iraq; Joint Base Balad, Iraq; Al Asad, Iraq; Bagram, Afghanistan; Kabul, Afghanistan; Kandahar, Afghanistan; and Camp As Sayliyah, Qatar.

TEIS-II - Teaming Partner
MTS is a Team Partner on the Total Engineering and Integration Services (TEIS) Program for the U.S. Army Information Systems Engineering Command (ISEC). The TEIS Program, a 5-year contract with a $1B ceiling and three (3) primes, provides full life cycle support to ISEC projects involving system engineering and ancillary services for information and communication systems in support of the US Army, other Services, Department of Defense (DoD) components, and other Federal Government activities. Work on this program, administered by the CECOM Contracting Center at Fort Huachuca, includes planning, design, development, engineering, implementation, logistics, evaluation, Information Assurance, and sustainment for information and communication systems. The functional needs of ISEC include: information and communication systems engineering; systems integration; information system security engineering and certification support; installation and testing; systems analysis; engineering surveys; installation support; transitional operations and maintenance.

Texas State CISV, CMBL, and DIR - Approved Vendor
MTS is part of Avaya’s Texas State DIR, CISV and CMBL Program of the State of Texas. The program aims to provide state agencies, local governments, and school districts with competitive Nortel product pricing and the ability to eliminate the lengthy, expensive process of gathering bids for Nortel voice and data systems.
