Black Box Prime Contract Vehicles


The NATO Consultation, Command and Control Agency (NC3A) is the NATO agency responsible for developing, procuring and implementing C3 capabilities for NATO. Through the NC3A, MTS was awarded a place on an IDIQ contract vehicle whose purpose is to provide simplified and streamlined acquisition of voice (including VOIP), data, and unified communications (UC) solutions.

Connections II

The Connections II multiple-award IDIQ contract offers comprehensive network services that support the integration of telecommunications, networking and applications to meet equipment, labor, building and campus infrastructure needs.

Complementing the existing Networx telecommunications service contract, Connections II provides professional services to support existing federal networks, including customized designs and client-specific solutions. Federal agencies can use the contract to conduct transition planning and integration services or infrastructure installation and implementation.


The IMOD award is a successor to the Digital Switched Systems Modernization Program (DSSMP) contracts. MTS d/b/a Black Box Network Services is a prime contractor listed as NextiraOne Federal on the U.S. Army Infrastructure Modernization (IMOD) contract. The IMOD Program supports the U.S. Army PEO-EIS I3MP program which offers voice, data, and infrastructure solutions, services, and lifecycle support to the U.S. Army and other DoD Agencies. IMOD is a 10 Year IDIQ contract which was awarded in December of 2006.


The LTLCS program provides a contract vehicle for Department of Defense (DOD) sites, worldwide, to obtain commercial level support services for their Nortel Networks electronic digital telephone switch systems, the SL-100 and Meridian 1.

The LTLCS program will provide for support of the complete telephone systems as well as other vendor telephone management systems (K&R, ACE*COMM and Unique), digital conferencing systems, Automated Centralized Operations and Maintenance Systems (ACOMS), Automated Dial Assistance Service (ADAS), Integrated Service Digital Network (ISDN) applications and products, accessory hardware, proprietary instruments and peripherals. Services include: depot level repair, short and long term field service support, remote diagnostics, software support & upgrades, parts & materials, hardware upgrades and enhancements, training, warranty, commissioning services, technical support of hardware and software baselines, hardware de-installation, installation, relocation, consulting, extended service plans, services and technical documentation.

GSA Region 3 Telecommunications Services

MTS was recently awarded the GSA Region 3 (Mid-Atlantic) Telecommunications Services IDIQ contract vehicle. The GSA, along with federal agencies, can procure a wide variety of telecommunications services through this vehicle. Agencies can count on GSA's Mid-Atlantic Region for value-added support and expertise in the acquisition of telecommunications services and equipment.

Products and services provided include the following:

  • Local and long distance communications services;
  • Voice, data, and video equipment and services;
  • Wire and cable installation;
  • PBX and related equipment installation and support;
  • Wireless solutions including cellular, microwave and satellite;
  • Project integration including design, procurement, installation, and follow-on support;
  • Telecommunications equipment and services needed to move into a new facility; and
  • "First/last mile" equipment and services including PBXs, key systems, ordering services, and managing the ongoing provision of services, including billing operations.


The intent of this contract is to provide COTS equipment to SPAWAR Systems Center Atlantic contracted agencies that will meet existing and future mission support requirements. This contract includes options, which, if exercised, would bring the cumulative ceiling to an estimated $500,000,000. Equipment may include the following:

  • PBX
  • Switches
  • Routers
  • Related equipment and accessories

Equipment Support may include installation, training, evaluation and repair, configuration and upgrade kits.


The SWA BPA was awarded to MTS by the U.S. Army to MTS so that we could support the Project Manager Network Service Center (PM NSC) and the Project Director Defense Communication Systems-Southwest Asia (PD DCS-SWA) in their missions within Southwest Asia Theater of Operations, as well as various CONUS locations to support the DCS-SWA Command and Control Communications Center (C4) Commercialization effort.

The supplies and services to be acquired are:

  • Telecommunications solution sets;
  • Strategic telecommunications systems and infrastructure to provide Installation Information Infrastructure Modernization (I3MP) to the SWA Area of Responsibility (AOR).

This effort includes technical and program management and analysis, acquisition, engineering, installation, de-installation, relocation, refurbishment, integration, testing, logistical services, training, and authority to purchase any materials required to support these tasks.

These requirements include, but are not limited to, Technical Control Facilities (TCF), Wireless Technologies, Outside Plant (OSP), Inside Plant (ISP) and OSP/ISP Building Entrance Terminals (BET), Cross Connects, Premise Wiring, Data Stacks, TLA Stacks, Data and Voice Solutions.

Texas State Direct

MTS has been placed on the Preferred Vendor list by the State of Texas, Department of Information Resources. As such, MTS is on an IDIQ vehicle designed to provide Texas State & local governments with Avaya telecommunications, as well as data solutions and related managed services. It is CISV/CMBL approved.
